Boise State
Will they get a chance to be ranked #2 after the bowl games? I think they should #1 rated offense just beat the #1 rated defense in college football. Undefeated season. 2nd BCS bowl game they won in the last three years.
I know a lot of people are going to look at the WAC conference and say no just because of who they play. However, it isn't their fault. They have stated they will play any BCS conference team anywhere, no return engagement necessary and all those big BCS teams would rather play those safe games like Central Michigan, Toledo etc instead of playing a quality opponent.
So for those reasons I believe they deserve it.
Hey big ten wants to expand, here is a quality school.

Boise State rocks... Hell yea they deserve it. I wish College Football would admit that they are driven by money (like the NFL does), instead of this wink wink nudge nudge kinda thing where they seem to pretent to be nobler than all that. They need a playoff, they have needed it for years. I would be willing to wager that one of the single biggest money makers for the NCAA is the Men's basketball tournament. I cant understand why a playoff is such a bad idea... Theres 12 I-A conferences.... 12 teams make the NFL playoffs. Seems straightforward to me.

If there was a playoff system, I think it would need to use the following criteria:
1. Keep the current BCS scoring system.
2. The top 8 teams in the BCS scoring system get into the tournament, no automatic conference champion bid. (i.e. if the ACC champ is ranked #12 in the BCS system, they don't make the tournament.)
3. An 8 team playoff would mean there are 7 games. Those 7 games are the Orange Bowl, Fiesta Bowl, Rose Bowl, Citrus Bowl, Sugar Bowl, <Enter One More> Bowl, and the BCS Championship Game.
4. Somehow the total money for all of these bowl games would have to be split among the 8 qualifying teams' schools with more money rewarded for advancing into further rounds.
