Can your daughter speak English yet? What's the difference between someone who's born here and someone who naturalizes legally... isn't that in a metaphorical sense like a "birth" into American citizenship?

I assume Card is being facetious right? There are many things that can hinder communication between emergency crews and victims/bystanders, spoken language being just one of them.

You of all people Canuck should understand the need for the common language. The French and English language arguement almost tore your country apart.

By show of hands... how many here would go to Germany, Italy, Russia, Korea, Japan, etc and NOT learn the language there? At least learn the basics so you can keep yourself safe?

I don't think it was necessarily the language that nearly tore the country apart, it was the politicians playing a dangerous game I think.
