Had I not been so gagged and in a foreign country (did not know much German) yes, I would have. I got up, went to the restroom, cleaned myself up and left without the JA.

I understand,
Also I'm almost sure that was done on purpose.
Is that what you also thought?

No not at all. The one thing that a lot of ppl who have never been overseas may not know is that most Europeans treat their animals just like a family member. My first experience with the German Culture was at Frankfurt's Main train station. I had been in Germany all of a few hrs. There was a Wendy's in the train station, so a few of us went there to get a burger. The first shocking thing to me was that there was BEER on the menu, being as I was only 20, not yet legal in the states. I had my first German Beer right then. While eating there were 2 families there and both had their dogs there, lying under the table. NASTY to me but what I quickly found was that was the norm. Serious, it was nothing to be in a restaurant like Eddie Merlot's and there be a few dogs lying around with there family. Given that, I am sure that the hair was an accident and not on purpose.
