Apparently the seat belt laws don't apply to Brian Williams and the POTUS...(notice them riding in the Pres. Limo)...Granted, I would wager a snickers bar that most presidents never wore one either, but I still find it ironic.

Does DC and Virginia require back seat riders to wear them?

According to this website, it looks like ALL passengers in a vehicle in DC have to wear a seatbelt, but not those in Virginia.

Only if you have to sit back there with Rosie O'Donnell would it then be considered torture.
