I can't find anything on Google about a vague reference to C-street. I initially thought she was talking about Columbia Street West, but find it hard to believe that's tax exempt. "Training ground" meant either young kids having a good time or the people that occasionally meet there to discuss civic governance issues or business.

It's the conservative "church" in washington that was involved in three sex scandals involving conservative congressmen that live there or have lived there. The place is registered as a Church, and a Lot of folks believe that the group controlling the house is exerting undue influence, and has been referred to as the "Christian Mafia"

Some might remember that there are several Doonsbury strips with republicans drinking scotch and talking about the angelic nature of their sexploits, and those strips are in reference to the church on c-street in Washington DC.
